UNFCCC Emission Data Downloads

Easy Downloads of UNFCCC data: National Inventory Reports (NIR) and Common Reporting Tables (CRT).

The UNFCCC makes it needlessly difficult to download emission data submitted by countries. To make it easier for people to access and download this data, I am providing bundles of National Inventory Reports (NIR) and Common Reporting Tables (CRT) here.

Each download contains all available CRTs or NIRs for a year for all Annex I countries.

Year National Inventory Reports Common Reporting Tables
2025 2025 NIDs (Annex I only) 2025 CRTs (Annex I only, incomplete*)
2024 2024 NIDs (Annex I only) 2024 CRTs (Annex I only)
2023 2023 NIDs (Annex I only) -

* The 2025 CRTs currently do not contain data for the USA and Kazakhstan (KAZ).

FAQ

Why this service?

The UNFCCC uses a "Security Firewall" that prevents automated Downloads of its emission data. It is, therefore, either a lot of manual work or requires complex workarounds to download data from all countries.

What are .tar.xz files and how can I unpack them?

The .tar.xz format is an archiving and compression format, similar to ZIP files, but with much better compression. Providing the data in .tar.xz format allows for much smaller file sizes. (For the CRT bundles, it decreases the file size by a factor of 5.)

Unfortunately, Windows and macOS do not have native support for this format, but free tools are available. Windows users can use 7-Zip, macOS users can use The Unarchiver. Linux systems support .tar.xz by default.

What about Copyright?

The UNFCCC web page states:

"All official texts, data and documents, including low resolution webcast transmissions, are in the public domain and may be freely downloaded, copied and printed provided no change to the content is introduced, and the source is duly acknowledged."

It is, therefore, allowed to share this data when the source is acknowledged.

What about earlier years and non-Annex-I National Inventory Reports?

More data will be made available over time.

There is usually no need to access older Common Reporting Tables. The latest versions contain all data back to the start of the data collection (usually 1990).

How did you download the data?

The data was downloaded with the help of Selenium, a tool that allows controlling browsers with a script. You can find the code used to download the data here.
